Re: Contract for Demolition and Construction of the Park & Ride Facility at 25 Crown St

The City of Nashua was awarded a NH Department of Transportation (NH DOT)
Congestion Mitigation Air Quality (CMAQ) program grant in fiscal year 2012, to design
and construct a new Park and Ride facility located at 25 Crown Street. This Park and
Ride facility will allow for ride sharing and would also provide parking for a passenger
rail station in the future. The City purchased the property at 25 Crown Street in 2012
using funds from this grant for the purpose of developing this Park and Ride facility.

The original CMAQ grant included 80% federal/state funds and 20% state toll credits. in
early 2015, the City was notified that if the project construction was not put out to bid by
February 2016 the City would be in danger of losing the grant funds. Furthermore, if
grant funds were lost the City would be required to reimburse the federal/state
government for the purchase of the property.

In compliance with the NH DOT funding, the project has followed the Local Public
Agency (LPA) rules to develop a preliminary and final design. The project was sent out
for bid in February and the City received five responses ranging from $1,653,175 to
$2,838,129. Upon review of the bids by the City’s consulting engineer and NH DOT the
Community Development Division would like to recommend that the contract be
awarded to the lowest bidder, George R Carin & Sons, Inc of Windham NH. A map of
the Planning Board approved project is included with your packet along with tabulation
of all the received bids.
