Executive Summary
This document has been prepared to provide a description of the safety program plan to be
routinely utilized by Sealcoating, Inc., a roadway repair and reconstruction firm based in
Hingham, Massachusetts. Typical work activities consist of Pavement Seals, Crack Repair and
Sealing, Bridge Deck Repairs and Surface Treatments. This work activity will be performed as
an individual contractor working directly for the client/owner or as a designated subcontractor
to a project general contractor.
The purpose of the Sealcoating, Inc. safety program plan is to provide an outline of the policies,
practices and procedures that will be utilized on a routine basis for implementation of its safety
program. This document will identify a structure and delivery system that will result in the
highest level of safety performance to be achieved for the operational business entity. The basis
for the program will be a core business philosophy as well as strict compliance with all
applicable federal, state and local regulatory policy. The anticipated outcome from use of the
program will be minimal regulatory and financial liability exposure.
Sealcoating, Inc. has an overall corporate philosophy that all accidents are preventable. This
serves as a guide to its safety program which will engage at all levels of activity, to achieve that
desired outcome.
Based upon this philosophy Sealcoating, Inc. will employ a two level safety program that will
interact with all company personnel to produce operational situations that minimizes high
hazard risk workplace activity and conditions. The first level will be at a corporate level and the
purpose is to assure a uniform approach throughout the Sealcoating, Inc. corporate structure.
Key components identified with this level of the safety program are: an identified safety support
staff organizational structure; a comprehensive training program for all company personnel; and
communication/ feedback network to allow for the free flow of information associated with both
positive and negative safety situations. The second level will be at the project/ site level to
assure that site specific conditions and activities have proper planning and preparation to assure
the safe completion of all relevant tasks. Key components associated with this level of the
safety program are: dedicated safety support personnel individually assigned to each contract;
individual site specific safety plans with development based upon the contract specifications and
schedule; and the use of the job hazard analysis planning tool to identify safe work procedures
for high risk tasks.
The construction business environment is one that allows for rapid modification to type and
operational practices to occur. The safety program to be employed by Sealcoating, Inc. is
designed to be a dynamic system that will change to modified operational conditions. In the
event that changes to the amount or type of work activity may occur, the processes identified in
the safety program will be adjusted to reflect a safety approach that will be consistent with the
overall corporate safety philosophy. It should be noted that, the zero accident tolerance
philosophy will always remain a constant core value of the Sealcoating, Inc. business entity.
