5.3. Hold scoping meeting with NHDES to review existing permit and requirements
for submittal on new generators.
5.4. Prepare permit submittal package (assumed Title V permit is not triggered):
5.4.1. Collect information on digester gas characteristics and current
generation rates from city of Nashua.
5.4.2. Collect information of generator emission rates from Waldron.
5.4.3. Collect information on intended digester gas utilization by various
boilers and flare currently permitted to burn digester gas.
5.4.4. Update emission rates from other WWTF sources utilizing digester gas
based on updated characteristics and intended use after generator
upgrade.
5.4.5. Complete Form ARD-1.
5.4.6. Complete Form ARD-2.
5.4.7. Submit draft permitting package to City of Nashua for review.
5.4.8. Address comments and submit package to NHDES. Note: NHDES will
conduct air modeling itself to confirm compliance with criteria and
whether Title V permitting is triggered.
5.5. Review comments from NHDES, if any, and prepare response to comments. If
Title V permitting is triggered, the likely response will be to limit the allowable
annual run time of selected emission source based on input from the City.
6. Construction Administration (Separate Scope of Work)
6.1. Attend one (1) construction kickoff meeting
6.2. Include two (2) site construction visits at the conclusion of Construction and
provide Building Permit Affidavit.
