2.7. Prepare electrical control scheme design including load sharing mode of
operation among engines generator and utility and synchronization to the
utility.

2.8. Develop control system architecture.

2.9. Provide technical input to National Grid, the local Electrical Utility,
Interconnection application. Interconnection application will be the
responsibility of City of Nashua.

2.10. Develop Cogen Reciprocating Engine bid specification.

2.11.Develop Main Switchgear bid specification.

2.12.Attend one (1) review meeting with local utility, hosted by City of Nashua, as
part of the Interconnection application.

2.13.Attend two (2) design progress meetings with the City of Nashua project team.
2.14.Attend one (1) post bid meeting with cogeneration engine vendor.
2.15.Prepare cogeneration engine bid comparison matrix and recommendation

Waldron, on all of our CHP projects, have followed the approach of specifying the long lead
items early in the process. We typically specify the equipment, review the bids on behalf of
the owner, make purchase recommendations, and develop a conforming specification for
use by the owner in their purchase order. We not only have provided this service for the
owners but also have purchased the long lead equipment on our books as part of our EPC
work. We find the benefits to the project to be as follows:

e Obtain Air Permit early.

e Shortened overall schedule duration. Typical construction starts after initial air
permit approval. With generator bids, emission from the equipment is guaranteed
and therefore reduces emission uncertainty. Similarity, electrical Interconnection
Permit is granted prior to generator synchronization parallel with Utility. With
main switchgear design submittal available as part of the Interconnection
application this will reduce the risk of prolonging the permit application process.

e Reduction in cost risk by securing the price for a significant scope early in the
process.

e Allows the owner to structure a Long Term Service Agreement with the OEM at the
time of the purchase, thus creating the opportunity for a better “buy”.

e Allows for the receipt of detailed vendor drawings before generating the
construction documents. This allows for a more detailed fully coordinated design
resulting in a better “buy” for the CM. Although the design schedule will be
extended but the overall project schedule will be shortened and minimize potential
design change occur during the construction phase due to equipment information
and result in significant increase in cost.

e Lower risk for construction change orders due to the fully coordinated design.
