D. The City of Manchester and the City of Nashua, as recipients of FY 2016/2017 Homeland
Security Grant Program funds, shall jointly own and maintain the equipment purchased.
E. The City of Manchester and the City of Nashua shall be jointly responsible for the
coordination of
i. The planning process,
ii. Acquisition of equipment and services,
iii. Provide points of contact to the Manchester Nashua Regional Airport personnel
iv. Providing radio equipment through this acquisition that will provide radio
communications in the VHF and 800 MHz Bandwidth at a minimum,
v. Overseeing the installation/implementation of the of the Remote Dispatch Center
vi. Providing radio communications support
vii. Providing access and radio communication capabilities to the Manchester Boston
Regional Airport personnel.
F. The Manchester Boston Regional Airport will be responsible for the coordination of;

permitting access to a secure facility sufficient enough to house four dispatch
consoles and related personnel
assisting in the planning process,
permitting access to the secure facility 24 hours a day, 7 days a week, 365
days a year,
permitting sufficient electrical pewer and emergency backup power for the
radio consoles,
permitting telephone access within the area of the remote dispatch center
permitting access to a tower adjacent to the secure facility so that radio
antenna and cables can be installed
permitting access to the secure communications building adjacent to the tower
to instali radio equipment racks
viii. permitting access to the fiber optic lines that are located between the
communications tower and the dispatch center to ensure the dispatch consoles
can operate with radios located within the communications building
