SCADA Upgrades Project — Construction Phase Services
To approve the contract award for construction phase services for the SCADA
Upgrades project to Weston and Sampson of contract to Electrical Installations,
Inc. of Moultonborough, NH in the amount of $59,480. Funding will be through:

Weston and Sampson Scope and Fee
The SCADA Upgrades project is needed to upgrade the SCADA system,
including control panels, computers and PLC (programmable logic controllers)
throughout the wastewater facility. Much of the system is the original installations
15 — 20 years ago. Recent advances in technology have made the existing SCADA
system obsolete and difficult to use.
This project was designed by consultant Woodard and Curran. It was sent out to
bid on August 31, 2017 with bids due on October 10, 2017. The low bidder is EII
in an amount of $591,280. The construction phase services proposal was very
high and it was decided by the City to rebid the construction phase services to
obtain more favorable costs. Costs were also more favorable to have EII do the
programming of the SCADA instead of the consultant Woodard and Curran.
Proposal were sent out to 4 other firms with expertise in SCADA installations and
construction oversight. Two firms submitted combined cost proposals and
qualification statements, Wright Pierce and Weston & Sampson. Both firms were
found qualified for this project but Weston & Sampson had lower costs.
Weston & Sampson has some background with the NWTF in completing a plant
evaluation in 2014. They have been trying to obtain projects with the City for a
number of years. Their references for SCADA installations at other plants were
found to be favorable.
