SUBJECT: RE: PEG RECORD/REPLAY/STREAM/VOB/BULLETIN BOARD SYSTEM
As the critically important program delivery system for the Public, Education, and Government channels (PEG) has now
reached its technical “end of life”, the team has spent the last several months researching a replacement system. After
multiple in house seminars, Trade Show demonstrations, as well as site visits, a list of key criteria emerged. Some of them
are:
e The new system must have the ability to record and playback in Hi Definition.
e The system must be able to ingest and playback ail present file formats as well as adapt to new formats that are
just emerging and/or still on the drawing board.
°® We must be able to record from several sources at once, while simultaneously playing back either one of these
sources, or a separate pre-recorded program on each of our three PEG channels.
e Included in the system must be a streaming function, as well as “Video on Demand”, for all three channels
facilitated either internally via server space, a cloud based service, or a combination of both.
e The Bulletin Board function for each channel must be able to interact with either live events or replays to dispel
critical information (such as weather alerts) to the public in a timely manner.
e The system must be able to utilize all platforms (that we choose) of social media as an integral part of our overall
service to the public. This will include a seamless functionality to upload content to subscribed YouTube accounts.
e = Price of system
As research progressed, three companies remained in contention:
e = Telvue
e = Tightrope
e Castus
In the end, price was the primary factor in our decision, as each company’s product is excellent and will more than fulfill
our needs. The team went back and forth with each company concerning price, and Telvue Corporation responded with the
largest discount. As they manufacture, sell, and install their own systems, this is a sole source purchase.
Therefore, the IT Division respectfully requests authorization from the Finance committee to purchase from Telvue
Corporation of Mt. Laurel New Jersey, a Program Delivery System, in an amount NTE $65,000.00. This amount will be
drawn from funds for this purpose from Acct# 22.2505 Government & Education Channel — Capital Improvements.
This request has already obtained approval from the Cable TV Advisory board.
