PURPOSE: Relative to the transfer of $34,927 from Department 174
“Welfare Administration” into Department 172 “Community
Health” and Department 173 “Environmental Health”

FISCAL NOTE: Eliminates a vacant position in the Welfare Administration
Department to fund salary increases and related wage driven
benefit costs within the Community Services Division.
ANALYSIS
This resolution authorizes the transfer of $34,927 from the Welfare Administration Department,
to the Community Health and Environmental Health Departments for the purpose of funding
salary increases and related wage driven fringe benefit costs.
Charter Sec. 53 permits the Board of Aldermen to transfer any unencumbered appropriation
balance or any portion from one department, fund or agency to another. NRO 5-130, H provides
that “when proposed legislation to transfer or re-appropriate a particular appropriation or purpose
thereof has had its first reading, such funds shall not be expended or transferred while the
legislation is pending”.
