Relative to seasonal road closures and elimination of certain
on-street parking for use by restaurants for outdoor dining

The annual cost of moving the barriers is approximately
$60,000 per year for the three year period. There is $58,731.84
available in a FY2022 Escrow for the costs of moving the
barriers. Additional funds will be appropriated in FY2023 and
FY2024 to fund the costs related to movement of the barriers.
Lost parking revenue during this period is estimated to be
between $14,000 (low end based on trends from last year) and
$57,000 (high end pre COVID-19). In addition, the reduction
in parking enforcement revenue is estimated to be
approximately $9,000.
ANALYSIS
Pursuant to RSA 47:17, this legislation approves the temporary, seasonal closing of certain
streets, the elimination of certain on-street parking, and the creation and relocation of
handicapped parking to accommodate expanded outdoor dining areas for abutting restaurants.
