Northeastern Boulevard

High density uses should be
focused on commercial uses.
The master plan believes
that Northeastern Boulevard
should focus on businesses
and jobs rather than housing.

Action: Reposition the
Northeastern Boulevard
commercial area by
encouraging higher
density development and
appropriate placemaking.

Northeastern Boulevard

Northeastern Boulevard is a
district in transition. While for the
better part of the last 50 years it
has served Nashua as a productive
industrial district, recent
developments have signaled a
general transition to entertainment
and office uses. For this reason,
the district’s zoning does not
reflect current needs. The number
of variances have skyrocketed

in recent years. In addition to
modernizing land use regulations,
the other major recommendations
focus on form and branding
improvements to help provide a

better sense of place in the district.

Recommendation 1

Timeframe: Near-term

Explore potential infrastructure
upgrades in the district

that support higher density
development.

* Frame certain industrial uses
as a land use that requires
preservation.

Recommendation 2

Timeframe: Near-term

Allow for mixed-use light
industrial/commercial
development that requires high-
bay industrial space on the ground
floor and allows for commercial
uses on upper floors (up to 85’)

- Adjust use tables both here
and across the city to limit
(and concentrate) the locations
where light industrial uses are
possible or encouraged.

* Ensure that the adjusted
dimensional requirements
make the mixed-use industrial/
commercial typology—
assuming it remains market-
feasible—is highest-and-best-
use.
