Scope of Work and Task Descriptions
Amendment 1

Phase 3 — Final Design
Upon written approval of the Preliminary Design from the City and NHDOT, Final Design will
begin.
Phase 3A - Environmental Permitting
Shoreland Permit - Portions of the project are located within the Protected Shoreland of
the Merrimack River and it is assumed that proposed work will require a Shoreland
Permit from NHDES. A Shoreland Permit application package will be prepared and will
include Shoreland Impact Plans, application form, project narrative, photographs and
location map. The application package will be submitted to the City for review. After
making requested revisions, MJ will submit the final application package to NHDES.
Alteration of Terrain Permitting and Erosion Control Plans - As the project is within the
protected shoreland of the Merrimack River and will disturb more than 50,000 sq ft of
earth during the roadway and sidewalk reconstruction, it is assumed that the project will
require an Alteration of Terrain Permit from NHDES. MJ will meet with NHDES to
present the project and determine permit requirements. It is assumed that there will be
one meeting at NHDES. This meeting will occur as early in the process as possible. MJ
will prepare the necessary plans, narrative, and application materials for submission to
the City for review. After making requested revisions, MJ will submit the final application
package to NHDES. As part of the AOT application process, MJ will also prepare a
wildlife habitat assessment and consult with NH Fish & Game in accordance with current
regulations.
Any permit fees associated with permit filing will be the responsibility of the City.
Phase 3B — Plans, Specifications and Estimates
The plans developed in the Preliminary Phase will be further enhanced based on comments
received from the City and NHDOT. All plans will be completed to a 95% complete level.
Specifications and Special Provisions — It is assumed the City will provide typical “front end”
General Conditions for this project. MJ will review the City’s General Conditions and prepare
Supplemental Conditions appropriate for this project. It is further assumed that the NHDOT
Standard Specifications will be used as a basis for material specifications for the Contract
Documents. As needed, special provisions will be developed for incorporation into the project
specifications. The specifications for traffic equipment will specify Eagle Brand equipment and
Eagle Brand compatible equipment, video detection, fiber optic cable communication, signal
heads with retroreflective backplates, and mast arms, poles, and cabinets that are painted
glossy black. MJ will prepare a Public Interest Finding for NHDOT approval to specify
proprietary traffic signal items. MJ will also develop written Prosecution of Work and Traffic
Control Plan documents.
Estimates and Quantity Tabulation — An engineer’s opinion of probable cost will be provided. It
is assumed that detailed quantity summary sheets (like those generally prepared for NHDOT)
