RESPONSE TO REMARKS OF THE MAYOR

Alderman Lopez

Having a front row seat | can say that the drivers and shelter staff at Harbor Homes have really stepped
up and they are committed to making this happen. There is a very much all hands on deck mentality.
There was one unit reserved at Maple’s Arms to be a hold station because at times when you pick
someone up after hours or on a weekend other programs aren’t open and you can’t tell that person to
come in a couple of days. They need someone to be with them. So while there is a unit reserved for
that the rest of the shelter is substance free. It is a fledgling initiative; we’ve already seen some
extremely powerful results out of it. | will be abstaining from the vote just to avoid any semblance of a
conflict of interest.

Alderman McGuinness

Mayor Donchess, | heard you on Monday morning and there was a number that was mentioned,
something like 600 people had applied to this program, were you discussing Manchester as the model?

Mayor Donchess

Yes.

| was impressed with that number.

Mayor Donchess

Manchester started the program on May 4" and it’s not totally up to today but within the last week the
number of people who had reported into the program in Manchester was around 700. We have already
had six or seven people in five days and | think quite a few people will participate. The firefighters are
already delivering through their normal response to medical emergencies 30 plus doses of Narcan per
month which means they are reviving 30 OD’s per month. That’s about one per day. They have saved a
lot of lives; we don’t know how many of those would have passed away but a good number. | think the
fire department should be commended for that and for this.
