Thank you. Through you to Corporation Counsel, is that correct, that this is not going to be a new,
codified Ordinance but rather a — (audio cuts out) understood what these, what the phrasing at the bottom
of these COVID-19 Ordinances does. So if you could just clarify that for me?

Ok, the Ordinances that were passed prior to this one, that were particularly intended to only be
temporary, we have added this instruction to the City Clerk, that it should not go into the big black book of
Ordinances and basically bear the expense of putting them in and then getting them back out again when
they expire. We have said we are going to have a separate listing of these, when they expire, they will be
gone and we won’t have to put them in the book, take them out of the book, etc. This one, when it was
drafted to be a temporary measure, the same instruction to the Clerk were put in. Given the motion that
was made to amend, and that amendment passed, we will delete this instruction to the Clerk and we will
delete the November 15" language so that this will look like any other Ordinance that you pass this is
going to have semi-permanent effect.

So the question that was asked was, why don’t we just make this so that it doesn’t expire in November but
when the COVID-19 is over we can discuss this again to see if we want to move forward with it, through
Corporation Counsel, does the way it is written now achieve that end goal?

You can always propose other Ordinances to repeal an Ordinance that you have passed or to make
subsequent changes, providing that those are within your authority. But! think you will be in a situation
where it will have an open-ended, semi-permanent and it will be in that way until you vote to do something
different.
